The Russian Union of Industrialists and Entrepreneurs (RSPP) addressed to the President of Russian Federation Vladimir Putin a request to entrust the relevant departments with the maximum possible speed to work out the bills regulating in the field of cryptocurrencies.
The document says that Russian entrepreneurs would like to issue their own tokens as soon as possible, as a means of reducing dependence on settlements in traditional currencies. However, even after the adoption by the State Duma the first reading of the law on digital financial assets, businessmen will not be able to do this.
Union experts argue that it is necessary to amend the laws in force in the civil law sphere. In particular, to regulate taxation, administrative and criminal liability, obtaining licenses and certificates.
The speaker of the Federation Council, Valentina Matvienko, announced the need to expedite the adoption of bills on digitalizing the economy back in January of this year. She instructed the head of the Federation Council Committee on Economic Policy Dmitry Mezentsev to deal with the reasons for the delay. Matvienko complained that, in the absence of clear legislation, businesses are leaving Russian jurisdiction and launching startups in other countries.
